Planning for Meaningful Evaluation

September 9-10, 2015

9:00am – 5:00pm

This 2 day course provides participants with an understanding of all elements of a project or program evaluation so they are able to create sound evaluation plans. Participants need not have evaluation experience but must have experience using logic models, and will need to bring a logic model of the program or project they intend to evaluate.

Course Description

This two-day instructor-led course addresses the increasing demand for evidence of program or project accountability and impact by preparing participants for a program or project evaluation. The course is appropriate for those planning an internally or externally conducted evaluation or those setting guidelines for evaluation efforts. Using their own logic models, participants will create a comprehensive evaluation plan. The course is not intended to train participants to be professional evaluators, but to provide an understanding of all elements of evaluation so they are able to create sound evaluation plans.

After completing this course, participants will be able to:

Determine the evaluation question
Create a context description
Identify logic model components appropriate to the evaluation question
Assess plausibility using strategies from social science models
Identify external influences that can help or hinder the evaluation
Create effective performance measures that support the evaluation question
Select appropriate data collection instruments
Analyze the strengths and weaknesses of an evaluation plan

Participants need not have evaluation experience but must have experience using logic models.

This course includes a mandatory pre-requisite. Participants need to bring a logic model of the program or project they intend to evaluate and related performance measures, if such measures exist. A template and accompanying definition of terms will be provided in advance to those confirming attendance. The training begins with, and builds upon, this logic model. Therefore, it is vital that attendees have taken Program Design and Evaluation (offered by NOAA’s Coastal Services Center) or have participated in program logic-model development in another setting.
